It is with profound sadness that we share news of the sudden passing of Stephen Kaduuli, CPJ's refugee rights policy analyst, on April 15, 2021.

Stephen was an invaluable member of our CPJ family. As our first full-time Refugee Rights Policy Analyst, Stephen brought a depth of compassion, insight, and expertise to cultivating our policy research and advocacy.

Stephen leveraged his background as a social worker and demographer to bring together a passion for data and for people, grounded in his experiences working with displaced persons in his home country of Uganda. He was passionate in his commitment to justice. He built strong collaborative networks, where he will be missed greatly.

Here at CPJ, we will miss his broad smile and deep chuckle. We will miss going out for shawarma together. We will miss the understated and thoughtful way in which he shared his perspectives.

We are grateful for the outpouring of love and support in the wake of Stephen’s passing. Below is a list of ways you can support Stephen’s family and CPJ at this time:

  • Stephen’s family is raising funds to pay for travel to Uganda where they will be laying his body to rest. You can send an e-transfer directly (no password required) to Stephen’s brother-in-law, Patrick Kimumwe, at moc.oohay@umikap.
  • Whether you live in Toronto or elsewhere, there are a few ways you can help provide meals, groceries and care packages. Please contact Natalie Appleyard for more information.
  • CPJ, along with Stephen’s family, wish to honour his dedication and passion for refugee rights by establishing a permanent fund to help enhance and deepen CPJ’s refugee work. You can find more information here.

Stephen's laughter and calm demeanour will be greatly missed. It was a profound pleasure to know him and work with him. I will remember his peaceful spirit and dedication to both work and family. Stephen was bold: he never feared meeting with political leaders to advocate for justice, or simply eating the spiciest foods that he could find. He held a wealth of knowledge and life experience and was never too busy to sit down for a chat. I learned much from our short time working together and regret having to say goodbye so soon. My sincere condolences to his family who I know he cherished so dearly.

Dear Stephen, I can't begin to express the shock and sadness that ambushed Rose and me when our mutual friend and colleague Marlene wrote us that you had died. I was so honoured to meet abd begin to get to know you while I chaired CPJ's board and looked forward to continuing our friendship for years to come. Your deep personal kindness, compassion and profoundly informed vocational devotion to fair and just policies for refugees brought still more gravitas and love to CPJ staff and community. In our mysterious God's good time may your family and all who knew you find Hope in divine arms. But for now we are without words to do more than pray in groanings that cannot be uttered for holy mourning and for an end to the pestilence of Covid. Rest in peace, buddy. You are greatly missed. For the dedication to your work accompanied with a massive amount of empathy to people all around the world who are seeking ways to get out of the refugee limbo. You always took the time to respond to every refugee's email that asked for help. I will miss our lunch trips for shawarma. My thoughts and prayers are with you and your family and friends.
