Individual Comments in the Canada Gazette

In June 2024, the proposed Canada Disability Benefit (CDB) Regulations were published in Part I of the Canada Gazette.

The draft regulations are open for public comment until September 23, 2024

The proposed regulations detail how the Canada Disability Benefit would be administered and delivered. Along with the proposed regulations, a Regulatory Impact Analysis Statement (RIAS) has also been published for comment. The RIAS is a description of the proposed regulations, rationale for the approaches, as well as an assessment of their cost and positive and negative effects.

How to submit your comments on the proposed CDB regulations

Comments on the draft regulations for the CDB can be made in two ways:

Once the consultation period closes, all comments submitted through the Canada Gazette Part 1 website will be made visible to the public (barring any inappropriate content).

For this reason, CPJ is encouraging people to leave comments on the Canada Gazette Part 1 website for all to see!

  • Keep this webpage open in a separate tab or window so you can refer back easily.
  • Open the webpage with the draft regulations for the CDB.
  • As you scroll through the page, you’ll find a comment box near the beginning where you can write general comments, as well as comment boxes throughout the Regulatory Impact Assessment Statement (RIAS) and the draft regulations themselves if you’d like to comment on a specific section. Heads-up: there is a lot of information to scroll through all the sections of the RIAS and draft regulations! Feel free to use the general comment box at the top if it is too difficult to find specific sections.
  • You can save your comments as a draft as you write or edit your comments in different boxes. You do not have to write comments in multiple boxes, but there is no limit to how many comment boxes you write in. Each comment box has a 20,000 character limit.
  • When you are finished writing and editing your comments, scroll to the bottom of the page (or use one of the hyperlinks provided). There you will be prompted to review your comments.
  • After you have reviewed your comments, you will be asked to include your contact information. You have the option of submitting your comments anonymously, as an individual, or on behalf of a group. If you are submitting comments as an individual, you will be required to provide a first name (last name optional), an email address, your country of residence, and the first three digits of your postal code. Other contact information is optional. You will also be required to confirm you agree with the terms of use and privacy notice.
  • You will then be given the chance to review your comments, your contact information, and to attach up to three supporting documents for your comments.
  • Once you have gone through these steps, you can confirm your submission.
  • Customize your comments. If text is simply copied and pasted into comment boxes by multiple people, the comment boxes will be collapsed. It will still show the number of comments made, but it won’t have the same visual impact.
  • Use the general comment box at the top if you’d like to comment on the proposed CDB regulations as a whole or speak to broader principles. You can use key messaging developed by CPJ and our partners to craft your custom message while amplifying common asks. See the links below for helpful resources, and be sure to credit your sources where applicable.
  • If you have lived experience or other forms of expertise related to specific parts of the draft regulations, try using CTRL+F to search for keywords that will help you find the exact section you want to comment on.
